BURBANK A third suspect arrested in connection with the Feb. 25 fatal shooting of a Burbank woman at her home is scheduled to be arraigned today on a capital murder charge.

Bella Stepanyan, 25 (dob 8-3-83), is scheduled to be arraigned at Pasadena Superior Court, Dept. E. She was charged Wednesday with one count of murder with the special allegation of lying in wait.

The amended complaint also charges co-defendants Armen Mangasaryan, 29, and Arpiar Terrgalstanyan, 20, with the special allegation of lying in wait, making all three defendants eligible for the death penalty. Prosecutors will decide later whether to seek the death penalty or life in prison without possibility of parole.

Shortly after midnight on Feb. 25, Jasmine Voskanian answered either a knock at the door or the doorbell at her Burbank home in the 4200 block of West Jacaranda Avenue. She was shot once and died at the scene. Police allege Stepanyan planned the murder because of an unpaid money debt and Mangasaryan fired the fatal shot.

Mangasaryan and Terrgalstanyan were charged Feb. 27 with one count each of murder. Mangasaryan also was charged with the special allegations of personal discharge of a handgun. In addition, Terrgalstanyan was charged with one felony count of possession of a silencer and two felony counts of possession of an assault weapon, including a semiautomatic rifle. Each man pleaded not guilty on Feb. 27.

All three defendants are being held without bail.
